Shipping Industry Sets Sail Toward Net-Zero: IMO Approves Landmark Climate Policy

The shipping industry, often called the “lifeblood of global trade,” is finally charting a course toward a cleaner future. In a move hailed as historic by climate advocates and industry leaders alike, the International Maritime Organization (IMO) has approved draft regulations that will set the world’s first legally binding net-zero emissions framework for shipping. The decision, made at the IMO’s Marine Environment Protection Committee (MEPC 83) in April 2025— is being described as a turning point for one of the world’s most challenging sectors to decarbonize[1].

What’s New?

For the first time, large ocean-going ships-those over 5,000 gross tonnage, which account for 85% of international shipping’s CO₂ emissions-will face mandatory emissions limits and a global pricing mechanism for greenhouse gases. The new rules will require ships to switch to cleaner fuels such as— green ammonia and hydrogen and will introduce a global levy on shipping emissions. The funds raised are earmarked to support climate-vulnerable nations, a nod to the principle of climate justice.

The regulations are set to be formally adopted in October 2025 and will come into force in 2027. This gives the industry a short but critical window to prepare for sweeping operational changes.

Why Does This Matter?

Shipping is responsible for about 3% of global greenhouse gas emissions-a figure that rivals the entire aviation sector. Until now, the sector has largely escaped binding international climate targets. With global trade projected to grow by 40% by 2050, unchecked emissions from shipping could seriously undermine the Paris Agreement’s 1.5°C goal.

IMO Secretary-General Arsenio Dominguez praised the “spirit of cooperation and commitment” shown by member states, calling the framework “another significant step in our collective efforts to combat climate change and modernize shipping.”

Challenges Ahead

Of course, the new policy is not without its critics. Some environmental groups argue that aiming for net-zero “by or around 2050” is not ambitious enough, especially given the sector’s projected growth. There are also concerns about the readiness of alternative fuels and the need for massive investment in new infrastructure.

Still, this is a major leap forward. The combination of a mandatory fuel standard and emissions pricing across an entire industry sector is a global first. It sets a precedent that other hard-to-abate sectors-like aviation and heavy industry-may soon be pressured to follow.

As the world watches, shipping companies are now racing to retrofit fleets, invest in new technologies, and rethink global supply chains. The next two years will be crucial in determining whether this landmark policy can deliver on its promise-or if it will be left adrift by the tides of global trade.
